What is L.A. PLAN’s Process

L.A. PLAN will:

  1. Work with the public landowner to identify potential development opportunities through comprehensive market research.
  2. Perform a comprehensive market analysis and work with the public landowner to determine potential development concepts for the identified parcel. Simultaneously, the needs of the community will be studied and blended into the development concept.
  3. Issue an RFQ/RFP, as needed, leading to the selection of a private real estate developer. L.A. PLAN will enable an arms-length transaction to be negotiated which will withstand the strictest public scrutiny and will facilitate the negotiation and execution of an Exclusive Negotiating Agreement between the public landowner and the developer.
  4. Assemble the development team with a focus on the design phase in preparation for collaborating with the community and all stakeholders in creating a development concept.
  5. Solicit community input on the development concepts through a series of public meetings.
  6. Create a set of design guidelines reflecting the needs, wants and desires of the community.
  7. Provide services from the pre-development phase through the development phase to facilitate a smooth planning and permitting process and inspection process for the benefit of the partnership.
